Power heads are simple water pumps that can have sponge filters attached to them to provide extra particulate and biological filtration. You can alternatively use them to greatly improve an undergravel filter and some even have an air entrainment "venturi" feature that pumps bubbles into the tank as well.

the carbon won't necessarily make the water clearer, i was just curious if you are rinsing it before using it.
Water changes is the best for clearing up the water, unless its an algae bloom, which i'm guessing it might be, as I had this issue before. If it looks whitish it could be... when you do water change, see what color of water is coming out... in my tank, the algae bloom looked whitish, but when i did water change and looked at water, it looked very light green. Did u recently add new fish or really stir up the gravel?

let us know the color of the water change... its going to be slight if it is green, so pay good attention... i usually see color as im pouring it out, or you can put some in a white cup.
