Ummmmm. A siphon requires that the exit end of a tube be lower than the surface of the upper tank. You can either submerge the whole tube in the upper tank, put thumb over the exit, and then place exit to the lower position, and then let thumb off.
Or......You can put mouth over the exit end of the tube and suck. When the water is moving you quickly put the exit end of the tube lower than the surface of the upper tank and it should work.

close the tube that goes to the bottom, and fill it up with water from the back tube... um... what type of overflow did you do..?
pvc...???
then yeah... close the drain, and fill it up in the rear with water... then suck the water out of the overflow tube... and tadow...

okay do that then... lol... once you get some water in there it's easier to keep it going... but... you have to keep taking the air out... i need to upgrade them a bit... i might need to upgrade to 1" piping...

is it going like...really slow...?
anyways...
i had to modify mine by making the intake tube deeper in the tank... i made like teeth things in it... i'm probably going to get rid of them, and use some kind of mesh covering... but yeah... another thing that helped is i disconnected the intake tube inside the tank once... ever since then it worked FTW!!!...
but yeah... you have to get the entire overflow tube from inside to the outside of the tank full of water...
