The heater should be where it gets the best flow of water over it, all my heaters are near the filters on one side of the tank. My fish do not run the glass sides.
If you have a variation in heat from one side to the other you do not have enough water movement.

my heater is set at 79 and is located next to my filter( look at profile pic) ,the water readings on the right side are 78. since that pic,i've installed a power head on the left side glass and i get alot of water movement.

always good to see the heater placed by the filter, that way, the water that flows out and about the tank will be warmed first
when I had a flow water pump in the tank, I used to put the heater by it so the water that was pushed out to the other side of the tank will get warmed, that way, the tank is evenly warmed
