Oh when the water drains into the tube it sounds like a little water fall. I have a 1inch rubber tube running from the overflow to the sump, then a quite one pump brings it back to the tank.
(Im hooking it all up right now.)

Look up Durso standpipe on the internet. You can make one to use in your overflow box. It cuts down on the noise.

is it a weir? run filter wool down the walls of the sump and use the pipe the pimp and fishboy recommended about. takes ten minutes to quieten up, and the sump will shit on any filter system you try to install.

My tank is driled, 2 holes i use one for a emergency and the other one i needed to add a ball valve, to control the flow(not restrict but control), i could not even tell my tank pump was running. you can also look into a gurgle buster.. there are diy plans out there, google em..
